Now this is fun. Thank you Tony Sweet for sharing the link to this cool set of textures – Adobe's Paper Texture Pro. Fun stuff, and you can put as much or as little effort into it as you like. I opened this image on my computer, set the Blend Mode to "Overlay" and told it to randomize 4 textures. Then I adjusted the opacity of each of the texture layers to taste, flattened it and saved it.
